This Xilnet version is based on that which was included in the
10.1 EDK tool. It has been modified and ported forward by Rice
University and Mango Communications. The changes made are:

- Inclusion of TEMAC support
- Inclusion of broadcast IP address receptions
- Renamed files and flattened hierarchy
- Rewrote MAKEFILE to support new installations of EDK that do not
  rely on Cygwin. Compatibility is still maintained for 10.1 tools
